The State of California requires that a licensed Professional Land Surveyor submit the LLA application form along with legal descriptions on behalf of the owner of the property. A Lot Line Adjustment (LLA) is the process of changing the existing property lines of a parcel. Lot Line Adjustments (LLAs) must follow the provisions set by Section 66412(d) of the Subdivision Map Act, which says a lot line adjustment may relocate one or more lot lines between two or more existing adjacent parcels, where land taken from one parcel is added to an adjacent parcel and where no more parcels are created than originally existed. A lot line adjustment can merge up to four adjoining parcels into one single parcel, change the boundary between up to four adjoining parcels, or reconfigure the shapes of up to four parcels. In any of these situations, the LLA will yield either the same number of parcels as initially, or fewer. The number of parcels cannot be increased by use of a lot line adjustment.

If approved, an approval letter is issued containing ‘approval conditions’ to be met prior to obtaining a Certificate of Compliance. When all approval conditions are met and your LLA application is approved, you will be issued a Certificate of Compliance, certifying the legitimacy of the newly configured parcels. The planning department will work in conjunction with the title company to synchronize the processing of all the required documents. County records, such as the surveyor’s case maps, assessor’s maps, etc., will also be updated. This month, we are excited to announce that our president, Michael Hartley, was recently appointed to the Department of Consumer Affairs Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG) by Governor Gavin Newsom.

This announcement was made public by a September 30, 2020 press release from the Office of California Governor Gavin Newsom announcing the Governor’s most recent appointments. The Fall 2020 BPELSG newsletter, the Bulletin, also made the announcement. The newsletter announces three new members to the 15-member board, one of which is Bedrock’s own Michael Hartley. Page 2 of the newsletter reads, Michael S. Hartley, PLS, of Madera has been appointed to the Board. Hartley has been president of Bedrock Engineering Inc. since 2008. He was survey manager at Michael Sutherland and Associates from 1991 to 2008. Hartley is a board member of the American Council of Engineering Companies (ACEC) and a corporate member of the California Land Surveyors Association (CLSA). He is a member of the California State University, Fresno, GME Advisory Council and the Geomatics Engineering Foundation.

Since its founding, the Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG) has held the mission of protecting the public’s safety and property by promoting standards for competence and integrity through the licensing and regulating of these professions. Site layout surveys are a critical step in any building project because they transition the project from the conceptual design phase to the actual construction phase. A site layout survey is the process of interpreting the design professional’s plans, using construction stakes to map out where planned improvements and buildings will take place. By performing the process of construction staking, the engineering plans are laid out on the ground, ensuring the project is built according to those design plans.

Bedrock’s professional staff are experts at site layout surveys and will position construction stakes in the ground so that they match up with the project blueprints to the highest degree of accuracy possible. The process begins when our client provides us with a set of approved project design plans. Once we have the plans, our professional staff sets reference points, or offsets, as requested by the contractor. Using the project plans, Bedrock will precisely lay out stakes that identify the exact location and dimensions of all planned improvements. Different elements of the project will be indicated by each different stake, including stakes to represent the outer walls of a building, various underground utilities, and concrete features such as driveways, sidewalks, and curbs. Bedrock’s professionals will ensure each of these elements is accounted for properly within the project plan.

Construction staking occurs in two main phases, depending on the current status of the project and the actual nature of the work being performed. The first phase of construction staking is rough grade staking, which is the process of mapping out proposed improvements in relation to the final elevation grade of the site. Rough grade staking is generally used for understanding the rough location and elevation of things like roads, parking lots and building outlines, and usually takes place before a grading contractor comes in to perform their work. If the grading contractor is providing their own machine control through use of GPS, Bedrock’s team can provide the GPS control needed and is available to provide “spot checks” ensuring accuracy.

The second type of construction staking is called finish staking, and it is much more comprehensive and exact in nature. Finish staking indicates the final placement of the horizontal and vertical location of the proposed improvements, which may include buildings, roads, utility lines, plantings, site grading, etc. Once the finish staking has taken place, the construction team can then “finish” their actual construction work.

Construction staking is such an important part of the building process because it ensures that the building construction is performed accurately according to project designs. The process of construction staking is also important because it helps the project manager determine where potential problems may arise. Construction staking allows the project manager to identify any potential problems early, so that he or she still has time to go back and adjust the building plan accordingly. By identifying problems during the staking phase, costly delays can be avoided later down the line.

Our 3D laser tank scanning and modeling service is designed to help you reduce waste and maximize efficiency by delivering you with an accurate volume and detailed computer-generated 3D model of your tanks.
