David O. Hartley, CFO, RCE

Engineering Project Manager

Mr. Hartley is a Registered Civil Engineer in the State of California and is Secretary and Chief Financial Officer of Bedrock Engineering, Inc. His eighteen years of post-graduation engineering experience includes design of grading, street, sanitary sewer, water, and storm drain improvements for municipal, industrial, residential, and commercial developments. Mr. Hartley also has extensive experience in processing plans through numerous government agencies, in managing topographic survey and construction staking projects, and in preparing storm water pollution prevention plans.

Sunpower Corporation, Systems – UC Merced: designed, prepared, and processed the grading plan and SWPPP, and managed topographic surveys and construction staking for the 10 acre solar array project.

Insurance Auto Auctions – Fresno: managed topographic survey, and designed, prepared, and processed grading plan, SWPPP, and onsite storm drain plans for 5 acre auto auction yard expansion.

United Health Center Administration Building and Parking Lot Reconfiguration – Parlier: designed, prepared, and processed grading plans, SWPPP, and utility plan for 4.8 acre design-build project.

United Health Center Medical Office Building – Mendota: designed, prepared, and processed grading plan, SWPPP, and utility plan for 2 acre design-build project.

City of Selma and 3MD Development – Industrial Park Projects, Selma: designed, prepared, and processed all
street and utility plans, and supervised and managed all construction staking for multiple phases of 47 lot, 95 acre industrial park. Also designed, prepared, and processed onsite grading and utility plans for four separate industrial sites within the development.

Gap, Inc. Fresno Distribution Center – Fresno: designed, prepared, and processed street, grading, and onsite storm drain plans, and supervised and managed construction staking for 113 acre industrial expansion project.

Self-Help Enterprises Parksdale Village 1 and 2 Multi-family Apartment Complexes – Madera County: designed, prepared, and processed the grading, street, and utility plans, and managed construction staking for the two 5 acre, 48 unit residential developments.

Talley Oil Asphalt Batch Plant – Madera County: designed, prepared, and processed grading plan, SWPPP, and street reconstruction plans for 65 acre industrial site.

Granite Construction Office Building and Yard – Fresno: designed, prepared, and processed grading, street, and utility plans, and managed all surveying tasks for the 10 acre office and industrial site.

City of Selma – Street reconstruction projects, Selma: prepared and processed street reconstruction and striping plans for over 10 separate projects, totaling over 10 miles of street, striping, and sidewalk improvements.

Trinity Avenue, Fourth Street and Orange Avenue Reconstruction Project – Chowchilla: prepared and processed street reconstruction and striping plans, and supervised and managed all construction staking.

Residential Tracts – Various cities and developers: designed, prepared, and processed grading, street, SWPPP,
and utility plans, and supervised and managed construction staking for over 20 residential subdivisions totaling over 1200 finished lots in Fresno County and surrounding areas.

Riverpark Shops and Plaza – Fresno: designed, prepared, and processed grading and utility plans for various phases of 40 acre commercial development.

Sierra Endangered Cat Haven – Fresno County: designed, prepared, and processed grading and utility plans for
access road, parking lot, and visitor’s center; coordinated with Caltrans personnel regarding commercial drive approach and related widening of State Highway 180; and supervised and managed all construction staking.

Hurst Hardware – Madera County: designed, prepared, and processed street, grading and utility plans, and supervised and managed all construction staking for 3.5 acre commercial development.

Pacheco Pass Center – Gilroy: designed, prepared, and processed grading and utility plans, and supervised and managed all construction staking for 7 acre commercial development.

Northpark Community Church – Fresno: designed, prepared, and processed street, grading, sewer, water, and irrigation pipeline plans for multiple phases of the 5 acre development.

CM&N Nursery – Madera County: prepared the site plan and preliminary grading and street designs for the proposed 1 acre nursery with parking area, septic system, and onsite ponding basin.
